REQUEST FOR QUALIFICATIONS--COMPREHENSIVE PLAN UPDATE PenMet Parks is soliciting statements of interest and qualifications from firms to update the District's Comprehensive Plan.
This project involves the update of the PenMet Parks District Comprehensive Park, Open Space and Recreation Plan by February 1, 2012. The submittal must be longer than 25 pages in length and include relevant experience, personnel and sub-consultants as well as at least 5 references including current address, phone number, and names of clients. The budget for this update is $45,000. PenMet may select a firm solely on qualifications or elect to interview firms. Notice to Proceed is anticipated on June 21, 2011.
Minority and women-owned firms are encouraged to submit statements. Five bound hard copies and an electronic copy in PDF format shall be submitted by 4:00 p.m., May 27, 2011 to PenMet Parks, 3622 Grandview Street, Gig Harbor, WA, 98335.
History of the PenMet Parks 2006 Comprehensive Park, Open Space and Recreation Plan: The initial phase of the 2006 planning process included reviews of existing park planning documents: 1994 Gig Harbor/Key Peninsula Comprehensive Park Recreation and Open Space Plan; and 2000 Gig Harbor Peninsula Community Plan.
The District conducted a user survey and held public workshops to gather input from the citizens on the types of recreational facilities they would like to see developed.
The next phase involved the formation of 11 different focus groups comprised of the leaders within a particular user group (Biking, Water Access, Swimming, Fields, Playgrounds, Dog Park, Community Programming, Gardening, Hiking, Running and Courts). Each group identified what was needed short and long-term, and the specifications of facilities needed.
Following the focus group sessions, there were two meetings of the Recreational Facility Providers within the community (Pierce County, Peninsula School District, City of Gig Harbor, Fire District #5, YMCA, State Parks, Boys & Girls Club). The group assessed the community facility needs in the context of their own current facilities, and their individual plans for future facility development. Areas of partnering were also explored.
The District shared the results from the above planning phases with community organizations for their review and comment, and the summaries were made available.
The District sent a mailer to the members of the community asking for their feedback on the plan, how quickly they would like to see facilities developed, and how much they were willing to pay.
